TECH LEADERSHIP & EUROPEAN ON-SITE TRAINING PROGRAMME IN FRANCE AND THE NETHERLANDS 2025: Laying the Foundation for EVNGENCO2’s Remote Monitoring & Control Center (RMCC)

From 14–20 November 2025, VIETSTAR Institute of Management, in collaboration with Paris School of Technology & Business (PST&B), organized the Techn Leadership & European On-site Training Programme in France and the Netherlands, with the participation of 15 leaders from Power Generation Corporation 2 (GENCO2). The programme plays an important role in supporting the development of the Remote Monitoring & Control Center (RMCC)—a key component of EVNGENCO2’s modernization strategy.

In its national power system development orientation, EVN identifies RMCC as a strategic initiative to modernize operation management, enhance data transparency, and integrate new technologies. Among EVN’s units, EVNGENCO2, which manages major thermal and hydropower plants in the Central and Southwestern regions, is taking the lead in developing RMCC model.

The programme is designed based on Paris Tech Leadership framework jointly developed by PST&B and VIETSTAR since early 2025, aiming to enhance strategic and technological capabilities for leaders in critical industries.

It consists of two sessions: On-campus Training and On-site Corporate Training – Field Visits, enabling participants to gain both strategic perspectives and practical insights from leading energy organizations. With a flexible structure, the programme can be customized for different organizations, allowing enterprises to access advanced technologies, international management standards, and proven operating models from Europe.

At the ESG Campus in Montpellier, 15 GENCO2 leaders joined in-depth workshops on:

  • RMCC architecture and functions based on European models;
  • Data governance and cybersecurity standards;
  • Applications of artificial intelligence for monitoring, forecasting, and operational optimization;
  • Organizational, human resource, and operational requirements for RMCC establishment;
  • A recommended roadmap for GENCO2 to deploy its RMCC.
 

GENCO2 Leaders Attend Advanced Workshop in Montpellier and Receive the Tech Leadership Certificate

In the second part, the delegation worked directly with major European electricity operators, including:

  • CNR Lyon: Cascade run-of-river hydropower control model, the COCPIT center, and systems for forecasting, optimization, and electricity trading;
  • SuperGrid Institute & EDF: Hydraulic transients & monitoring, Electrical Signature Analysis (ESA), SOPHY & OPTIMIZ systems, and technologies for optimizing hydropower operations in renewable-heavy grids;
  • Uniper – Netherlands (with Siemens Energy): Architecture and deployment of the Spectrum Power 7 (SP7) control system, large-scale SCADA project governance, and European operational safety standards.
 
 

Executive Meeting and Training in CNR Lyon – France

Through the programme, GENCO2 leaders gained a comprehensive understanding of the RMCC model aligned with European standards—from system architecture and technological requirements to cybersecurity and operational methods. Practical lessons from leading operators helped the delegation clearly identify the challenges and prerequisites for deploying RMCC within the context of Vietnam’s power system. On that basis, GENCO2 has begun to shape an initial roadmap and deployment model for its RMCC.

Beyond its technical significance, the programme also strengthens cooperation between Vietnam and France in energy, science–technology, and leadership development. It represents one of the initiatives aligned with Resolution 57 on advancing science, technology, and innovation in Vietnam.
