VIETSTAR Institute of Management & Consulting (VIETSTAR) and the Vietnam Chamber of Commerce and Industry (VCCI) signed a Memorandum of Understanding on strategic cooperation on July 25, 2026, officially launching the “Vietnam–Singapore International CEO Programme.”
The event was held as part of the Launch Ceremony of “CEO Vietnam – New Era” Business Leadership Development Programme for the 2026–2030 period, organized by the Vietnam Chamber of Commerce and Industry (VCCI). It directly contributes to the implementation of Prime Minister’s Decision No. 525/QD-TTg on the “Training and Development of 10,000 CEOs by 2030” for the private sector. The programme aims to develop a new generation of business leaders equipped with strategic thinking, modern management capabilities, the ability to adapt to global uncertainties, and the ambition to lead businesses toward sustainable growth in the new era.
The ceremony was honored by the presence of H.E. Le Hoai Trung, Minister of Foreign Affairs; Mr. Ho Sy Hung, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI); representatives of central government agencies and ministries; representatives of partner organizations; experts in corporate governance and leadership development; as well as a large number of business leaders and entrepreneurs.

Speaking at the event, VCCI Chairman Ho Sy Hung emphasized that: ““A strong economy needs strong businesses. A strong business community needs leaders with vision, capability, and ambition. With this in mind, I firmly believe that the ‘CEO Vietnam – New Era’ Programme will make a significant contribution to strengthening the leadership capabilities of Vietnamese businesses, supporting the development of the private sector, enhancing national competitiveness, and building a strong, prosperous Vietnam.”
Under the terms of the agreement, VIETSTAR and VCCI have agreed to jointly implement the “Vietnam–Singapore International CEO Programme” for senior business leaders, including Chairmans, Board Members, and C-suite executives from listed companies, state-owned enterprises, and privately held joint-stock companies across all 34 provinces and centrally governed cities nationwide.
Vietnam-Singapore International CEO Programme, developed by VIETSTAR Institute of Management & Consulting (VIETSTAR) and the Human Capital Leadership Institute (HCLI), which is a subsidiary of Temasek and supported by the Economic Development Board of Singapore and the Ministry of Manpower Singapore.

Vietnam–Singapore International CEO Programme focuses on 3 core areas: Sustainable Growth, Innovation và New Business Creation.
Delivered in both Vietnam and Singapore, the programme brings together Vietnamese CEOs with industry leaders, international business strategists, innovators, ASEAN advisors, and the Singaporean CEO community to foster collaboration and support the development of the business ecosystems in both countries.
